Signing Contract for Construction of Renewed Water Transmission System to (Taiba 1) & (Taiba 2)

In an extension of a previous agreement between the Saudi Irrigation Organization and the Saudi Power Procurement Company (Principal Buyer), a contract was signed on Sunday, February 11, 2024, to develop a system for transmitting renewed water from Khalil station in Madinah to the (Taiba 1) and (Taiba2) independent production stations. This event took place in Riyadh with the Saudi Power Procurement Company and Mohammed Abdulmohsen Al-Kharafi Sons Company for Trading, Industry, and Contracting as the signatories, in the presence of the General Director of Projects from the Saudi Irrigation Organization, the financer of the project. The CEOs of the Saudi Power Procurement Company and Mohammed Al-Abdulmohsen Al-Kharafi Sons Company inked the contract. These essential projects represent a significant move to strengthen infrastructure for power generation, which will help support sustainable development and enhance the efficiency of the independent electricity production system in Saudi Arabia.

SPPC Offers for Bid Four Power Generation Projects as a Combined Cycle Power Plant with a Total Capacity of 7,200 MW with Provision for Carbon Capture Unit Readiness.

The Saudi Power Procurement Company (SPPC) has announced the launch of four Independent Power Plant Projects for bidding with a total capacity of 7,200 MW.

The company indicated that the four projects are distributed across two power plants in the central region (Rumah1 & Rumah2), and two in the eastern region (Nairyah1 & Nairyah2), with a capacity of 1800 MW per plant, all of which operate using natural gas combined cycle technology with provision for carbon capture unit readiness.

The company stated that these projects come in alignment with the Saudi Green Initiative, and its ambition to achieve greenhouse gases (GHGs) net-zero through the circular carbon economy approach by 2060, or before depending on technology maturity and availability and count as a part of the Saudi energy sector's endeavors to achieve the Saudi Vision 2030 goals pertaining to improving generation efficiency and reducing costs through diversifying energy production sources, thus reaching the optimal energy mix for electricity production and reducing the amount of liquid fuel used by the country's electricity production sector, in order to achieve the optimal energy mix for electricity production in the Kingdom from renewable energy and gas at a 50% for each of them.

Saudi Power Procurement Company (SPPC) signs Power Purchase Agreements for the Taiba and Qassim Power Plant Projects as 3600 MW per site, In addition to the expansion of Rabigh Power Plant Project.

With a total capacity of 8,400 MW, Saudi Power Procurement Company (SPPC) signs Power Purchase Agreements for the Taiba and Qassim Power Plant Projects as 3600 MW per site and adding Rabigh Power Plant expansion Project within the existing Power Purchase Agreement signed with the Saudi Electricity Company.

Under the supervision of the Ministry of Energy, Saudi Power Procurement Company signed Power Purchase Agreements (PPAs) for the Taiba 1, Taiba 2, Qassim 1, Qassim 2 Independent Power Plants (IPP) with a capacity of 1800 MW each. The PPAs for the Taiba 1 & Qassim 1 IPP with total capacity of 3600 MW, were signed with a consortium consisting of the Saudi Electricity Company (SEC) as a Managing Member, and ACWA Power as Technical Member. Additionally, the PPAs for the Taiba 2 & Qassim 2 IPP with total capacity of 3600 MW, were signed with a consortium consisting of Al-Jomaih Energy and Water Company as Managing Member, EDF as Technical Member, and Buhur for Investment Company as Consortium Member. This comes in addition to the expansion project of Rabigh Power Plant, comprised of adding a block of Combined Cycle Gas Turbine units with a capacity of 1200 MW, in which Saudi Power Procurement Company previously announced approval for Saudi Electricity Company to proceed with the implementation of this expansion project.

All projects with total capacity of 8400 MW, will contribute to supplying power to around 3.5 million residential units annually.

These projects are an extension of the energy ecosystem’s efforts towards realizing Vision 2030’s objectives and contributing to improving electricity generation efficiency and reducing costs by diversifying energy production sources to achieve the optimal energy mix and displacing liquid fuels in the Kingdom’s power sector.

The Saudi Power Procurement Company Announces the release RFQ for Round 5 Solar Projects with Total Capacity 3700 MW

The Saudi Power Procurement Company (SPPC) has released request for qualification (RFQ) for the fifth round of solar projects under the National Renewable Energy Program (NREP) which is led and supervised by the Ministry of Energy.

The combined capacity of Round 5 projects is approximately 3700 MW the projects are as follows: 1. the [2000] MWac Al Sadawi IPP to be located in the Eastern province, KSA. 2. the 1000 MWac Al Masa’a IPP to be located in the Hail province, KSA. 3. the [400] MWac Al Henakiyah 2 IPP to be located in Madinah province, KSA. 4. the [300] MWac Rabigh 2 IPP to be located in the Makkah Province, KSA. These projects are part of NREP , which aims to achieve the optimal energy mix, displacing liquid fuels in the Kingdom’s power sector and supply 50% of its electricity from renewable energy by 2030.

SPPC is responsible for the predevelopment, tendering, and subsequently offtaking the Energy from the projects. To date, SPPC has awarded over 12.6 GW of renewable energy capacity under NREP.

The Saudi Power Procurement Company (SPPC) signs Power Purchase Agreement for 400 MW Tabarjal Solar PV Project under NREP.

The Saudi Power Procurement Company (SPPC) announces the successful signing of a Power Purchase Agreement (PPA) for the 400 MW Tabarjal Solar PV project, as part of Round 4 in the National Renewable Energy Program (NREP).

The PPA for the Tabarjal Solar PV project was signed with a consortium led by Jinko Power (HK) Company Limited as Managing Member and Technical Member, Sun Glare Holding Co. and Sunlight Energy Holding Co. as Consortium Members.

This project will contribute to supplying power to around 75 thousand residential units annually.

The project achieved a competitive LCOE (Levelized Cost of Electricity) of 1.70795 USDc/kWh (6.40482 halalas/kWh).

The National Renewable Energy Program is supervised by the Ministry of Energy and is an extension of the energy ecosystem’s efforts towards realizing Vision 2030’s objectives, achieving the optimal energy mix, and displacing liquid fuels in the Kingdom’s power sector.

Additionally, the program utilizes vast lands to harness renewable energy resources and increase the share of renewables in the energy mix to around 50% by 2030.

The Saudi Power Procurement Company (SPPC) signs Power Purchase Agreement for 1100 MW Al Henakiyah Solar PV Project under NREP

The Saudi Power Procurement Company (SPPC) is pleased to announce the successful signing of a Power Purchase Agreement (PPA) for the 1100 MW Al Henakiyah Solar PV project as part of Round 4 of the National Renewable Energy Program (NREP).

The PPA for the Al Henakiyah Solar PV project was signed with a consortium consisting of Abu Dhabi Future Energy Company PJSC (Masdar) as Managing Member, EDF Renouvelables as Technical Member, and Nesma Company Ltd as Consortium Member.

This project will contribute to supplying power to around 190 thousand residential units annually.

The LCOE (Levelized Cost of Electricity) for the Al Henakiyah Solar PV project is highly competitive, set at 1.68420 USDc/kWh (6.31575 halalas/kWh).

The National Renewable Energy Program is supervised by the Ministry of Energy and is an extension of the energy ecosystem’s efforts towards realizing Vision 2030’s objectives, achieving the optimal energy mix, and displacing liquid fuels in the Kingdom’s power sector.

Additionally, the program utilizes vast lands to harness renewable energy resources and increase the share of renewables in the energy mix to around 50% by 2030.

The Saudi Power Procurement Company (SPPC) is announcing the winning bidders for the Taiba-1, Taiba-2, Qassim-1, and Qassim-2 Conventional IPPs projects.

These Conventional IPP projects are part of the energy mix plan, which is under the supervision of the Ministry of Energy, the energy mix plan aims to meet the future load demand of the electrical system, to ensure the reliability of the energy supply, to ensure security of supply, to localize gas turbines industry, and to allow for the utilization of carbon capture technologies. Furthermore, in alignment with the Saudi Green Initiative to reach net-zero greenhouse gases (GHGs) by the year 2060G by implementing advanced technologies in support of circular carbon economy strategies.

The Saudi Power Procurement Company (SPPC), announces the approval to the Saudi Electricity Company (SEC) to commence the execution of expansion of Rabigh Power Plant expansion by adding 1.2 GW combined-cycle units.

Re-tendering Taiba and Qassim Independent Power Plant (IPP) projects with provision for Carbon Capture and Sequestration (CCS) readiness. In alignment with KSA’s Saudi Green Initiative, and its stated greenhouse gases (GHGs) net-zero ambition by 2060 through deployment of technologies for circular carbon economy approach in addition to the energy sector’s objectives to ensuring security of supply, diversity of market participation, fair competition, and transparency, the Saudi Power Procurement Company will be re-tendering Taiba and Qassim projects into four (4) smaller combined cycle power projects of 1800MW capacity each with provision for Carbon Capture and Sequestration (CCS) readiness. All Taiba and Qassim qualified developers are automatically qualified for the new projects while other interested participants can submit their qualification documents starting today. These projects will introduce the developer’s ability to implement CCS or other potential solutions to address GHGs emissions when deemed feasible allowing for greater participation of developers, EPCs, and Original Equipment Manufacturers (OEMs), and will drive further local content and value-added to the Kingdom. Project RFPs will be released on January 20, 2023.

This classification is in line with the classification of the Government of the Kingdom of Saudi Arabia, due to confidence in the company's activities and business in the Saudi electricity sector. The issuer's classification in category (A1) reflects the low risks related to the company's business through the tight regulation of its activities in accordance with the licensing agreement and its investment position in the Kingdom. This is in addition to the transparency of the regulatory framework, cost compensation mechanisms and the company's ability to maintain a good liquidity position. It should be noted that the Saudi Energy Procurement Company, the "main buyer", plays a key role in the electricity system and has a major role in ensuring the continuous supply of electricity in the Kingdom of Saudi Arabia.
